1. 1. Overview

1.1 Vision

Optimal health outcomes for the people of the Eastern Cape Province.

1.2 Mission

To attain Universal Health Coverage (UHC) for the people of the Eastern Cape Province, through Primary
Health Care (PHC) approach utilising resources efficiently, to enable present and future generations to

achieve optimal health outcomes and quality

1.3 Core functions and responsibilities

The outcomes are in line with the implementation of the National Development Plan (NDP), the Medium
Term Strategic Framework (2020-2025), the National Health Council Priorities and the Provincial Medium

strategic framework.

The core functions and responsibilities of the department are aligned to the national and provincial priorities
including overhauling the provincial healthcare system by implementing and sustaining an evidence and
result-based provincial health system. The core functions are also aligned to the National Health System

(NHS), national and provincial legislative requirements and disease profiles. The department is building
the required capacity to oversee and manage health services in the province through:

• Improving the quality and continuum of primary healthcare (including community-based and

hospital services) by implementing a resourced package of services and improving clinical
governance systems and processes; and
