Estimates of Provincial Revenue and Expenditure (EPRE) -2023/24 Financial Year

of 2 per cent of the Infrastructure Allocations i.e. an amount of R187.117 million of the total infrastructure
budget for the 2023/24 financial year is provided towards Disasters and Climate Change.

The Provincial Treasury (PT) has put in place a cross functional disaster management forum, which seeks
to unlocks a quicker reaction to the assessment and implementation of projects in the instances of

disasters caused by climate change as well as monitor the progress of 2 per cent disaster and climate
change allocations

As part of the Infrastructure planning as well as the climate mitigation strategy, the province is utilizing the

Geographic information system (GIS) to plot projects. The plotting of the projects will allow for integrated
planning to take place as well the development of mitigation strategies for those projects, which have been

identified to be on the disaster belt. This will also be utilized to guide future planning so that projects are
not built in disaster prone areas and projects are built in an integrated manner.

CONCLUSION

The Eastern Cape Province will continue to utilize the DDM regionalized approach, which has
already been customized into the Provincial Infrastructure Delivery Management System (IDMS)

in order to strengthen collaboration between the three spheres of government in order to facilitate

the move towards the single provincial economic revitalization plan. The approach to climate
change and disasters will be enhanced through the implementation of the mitigation strategies

and sitting of the PT cross-functional disaster management forums in the province. The continued

use of the specialist services providers appointed by PT to support the Eastern Cape provincial
government to achieve integrated infrastructure planning and the exploration of the use

alternative funding sources in the province will be strengthened through the capacity building of
officials. Over and above the Province endeavours to develop and implement an integrated

maintenance strategy to benefit public sector infrastructure in the province
