PROVINCE OF THE EASTERN CAPE ESTIMATES OF PUBLIC ENTITIES REVENUE AND EXPENDITURE 2023/24
Eastern Cape Agriculture and Agro-processing Blended Finance scheme meant for enterprises in the
agriculture value chain.
Payments for capital assets decreased from R1.113 billion in 2019/20 to a revised estimate of
R327.801 million in 2022/23 due to decrease in funding for infrastructure development in the SEZ’s
as provided by the DTIC. In 2023/24, payments for capital assets are projected to increase by
77.3 per cent to R581.168 million mainly due to funding from the Budget Facility for Infrastructure (BFI)
for the construction of a new bulk sewer connection pipeline; the upgrading of bulk infrastructure to
accommodate the expected increase in demand; and construction of critical bulk water infrastructure
to support economic growth and enable a human settlement development. Over the 2023 MTEF,
payments for capital assets are projected to increase to R908.030 million by 2025/26.
Payments for financial assets relates to loan disbursements made by ECDC and ECRDA. Payments
for financial assets increased from R5.130 million in 2019/20 to a revised estimate of R34.073 million
in 2022/23 due to additional funding provided to ECDC as a recapitalization of the loan portfolio. In
2023/24, payments for financial assets are projected to decrease slightly by 3.1 per cent to R33 million.
Over the 2023 MTEF, the payments for financial assets are projected to further decrease to R4.179
million by 2025/26 financial due to a once-off allocation for SMME loan capitalization that gets re-
assessed annually.

Table D above illustrates the summary of personnel numbers of provincial public entities. The total
number of personnel of provincial public entities decreased from 2 043 in 2019/20 to a revised estimate
of 1 970 in 2022/23. The personnel numbers are projected to further decrease to 1 961 in 2023/24
and increase slightly to 2 009 by 2025/26.
