• Catalytic High Impact Programmes (CHIPs) – Project management, implementation and
monitoring of rural projects. These programmes include the following but not limited:
o Research & Innovation - Ensures evidence based decision making and a platform for
innovation;
o Project Packaging - Packaging projects to attract trade and investment;
o Project Implementation - Project management to support infrastructure development and
job creation;
o Project Technical Support - Access to specialised support from internal resources to
projects as well as capacity building to ensure empowerment; and
o Project Monitoring & Evaluation - Creating mechanisms to track progress and
accountability supported by reporting.
6. Programme Details
• Administration: Good governance and clean administration.
• Project Management and Rural Development Interventions: Research & innovation, Project
Packaging, Project Implementation, Project Technical Support, Project Monitoring & Evaluation;
projects supported with implementation and technical support are Cannabis, Forestry, Wool,
Mohair and RED Hubs.
• Trade and Investment: Capital raising to leverage investment; including rural finance for rural
development.
7. 2022/23 Performance Review
7.1. Key achievements
Cannabis Development: The mobilisation of farmers to apply for the Hemp permits are ongoing and
to date 47 permits have been approved and 374 pending approvals.
The refurbishment of an existing building at Magwa for the Cannabis Incubator has been completed.
The 5 corridors for cannabis have been identified and the Cannabis regulatory framework for
production has been discussed at National Economic Development & Labour Council.
Forestry: ECRDA has provided technical support to community forestry projects and four out of six
projects are now at harvesting stage. Market access has been facilitated for all the projects that are
harvesting.
Wool Hub and Mohair: 643 farmers from 12 sheering sheds have been trained on sustainable wool
and mohair farming. Four of the emerging farmers that are being supported have been certified and
they are accessing international premium prices for their wool and mohair and in addition an estimated
200 are in the process of receiving their certification. The promotion of green farming practices has
been very successful.
