R298 million in 2023/24 and increasing to R848 million by 2025/26. Furthermore, included in the
2023/24 non tax revenue is the operational grant funding for the CDC and Wild Coast SEZ mandate
allocation of R74.272 million provided by the DEDEAT.
Compensation of employees (CoE) has increased from R317.970 million in 2019/20 to a revised
estimate of R349.064 million in 2022/23. This increase in CoE is primarily due to new staff employed
for new business initiatives. CoE is projected to grow due to cost of living adjustment from R385.941
million in 2023/24 to R421.867 by the 2025/26 financial year.
Goods and services have increased below inflation from R292.988 million in 2019/20 to a revised
estimate of R318.163 million in the 2022/23 financial year. The growth is considered reasonable
considering the increase in revenue and has been contained due to efficiencies introduced by the
entity. Over the MTEF period, goods and services are projected to increase from R357.686 million in
2023/24 to R396.402 million by 2025/26 financial.
Payments for capital assets: Over the 2023/24 MTEF, National Treasury has allocated funding
from the Budget Facility for Infrastructure (BFI) of R1.778 billion. These allocations are for the
construction of a new bulk sewer connection pipeline; the upgrading of bulk infrastructure to
accommodate the expected increase in demand; and construction of critical bulk water infrastructure
to support economic growth and enable a human settlement development.
