        During the period under review, 7 against the annual target of 10 departments received unqualified audits

        without findings. Although,  there has  been an improvement in  the 2021/22 provincial audit outcomes
        compared to the previous financial year,  there remains challenges in  most departments particularly

        regarding the following: the usefulness and reliability of performance information; financial statements not
        prepared in accordance with the prescribed financial reporting framework; departments not establishing
        systems to enable  monitoring of progress  towards achievement of targets; not  taking effective and

        appropriate steps to prevent irregular, fruitless and wasteful and unauthorised expenditure;  as well as
        departments failure to pay suppliers within 30 days. As planned, the level 3 maturity level was attained in

        respect to organisational human resource management.




        The department continues to strive towards improving provincial planning. Two provincial plans against

        the annual target of 7 were developed to improve integrated policy implementation which are 2022/23
        Performance  Improvement Plan as well as Provincial Medium Term Strategic Framework  (P-MTSF).
        Additionally, 11 priority projects against an annual target of 12 were monitored to provide credible, real-

        time performance information.




        In the period under review, the Small Town Revitalisation programme has been focusing on completion of
        the 6 projects that were commenced in the 2021/22 financial year. These are Aggate Road Phase 2;
        EmaXesibeni Internal Street and Street Lights (two projects); Ingquza Hill R61 and Street Lights (two

        projects); Ndlambe -Thornhill Water Reservoir.





        The OTP identified youth job preparedness programme as critical in preparing the youth towards the world
        of work and by the end of the third quarter, 2 910 against the annual target of 3000 young people had
        been reached  through this programme. The department acknowledges that youth development is a

        societal challenge which cannot be left  to government alone. As the leader of society and leader of
        government,  the  OTP has  renewed its commitment  to advocate for the development of youth in the
        province. To this end, the department has engaged all departments and municipalities on an integrated

        approach to youth development and advocacy of youth budget set asides.

        Funding of R57.4 million has been secured against the target of R100 million for strategic skills through

        Sector Education and Training Authority (SETA) and the National Skills Fund (NSF). The department is
