PROVINCE OF THE EASTERN CAPE ESTIMATES OF PUBLIC ENTITIES REVENUE AND EXPENDITURE 2023/24

              •  Engaging with and procuring the agreement and support of the national programme to recognise
                 that there are gaps and inconsistencies in the SEZ enabling legislation and provide an undertaking

                 to address these.
              •  Investment into further development of the SEZ’s targeted industrial sectors, where some are at

                 more advanced development maturity than others and are requiring dedicated programming or
                 operational interventions.
              •  Initiation of new avenues of industry and industry support services development, notably within the

                 Information Communications Technology (ICT)/Electronics space.
              •  Deepening and further development of the SEZ’s programming and activities at its Science and
                 Technology Park (STP) facility in support of the strengthening the region’s capacity to support

                 innovation, technology and strategic skills development; and
              •  Concerted attention given internally to the review of ELIDZ’s business delivery model and the
                 institution of a series of business improvement initiatives based on its assessed areas of strength

                 and weaknesses.



              Three high-level outcomes identified which support government’s intent that Special Economic Zones
              operate as instruments supportive of both national and regional industrial development include the
              following:

              •  Outcome 1: High-performing, competitive and resilient industries;
              •  Outcome 2: Technology-led innovation and industrial modernisation; and

              •  Outcome 3: Sustainable operational efficiencies and global best practices


              The  three  outcomes translate  into  outputs  and measurable results  across  10 major  performance

              measurement areas as contained in the ELIDZ strategic plan for the five-year term 2021-2025.



              5. Main services
              To develop, operate and maintain a modernised infrastructure, location and services that are capable
              of attracting strategic investments that:

                 •   Promote the export competitiveness of provincial and South African manufactured products
                     and services;

                 •   Strengthen, expand and diversify the provincial economy;
                 •   Enable the efficient usage of natural resources in the zone;

                 •   Secure advanced foreign production and technology methods; and
                 •   Encourage skills transfer and local intellectual capital development.
