6. Programme details
The MTC is made up of the following two programmes with its sub-programmes:
Administration:
The Administration programme comprises of three sub-programmes i.e. Executive Office, Finance and
Corporate Services. This programme plays a vital support role to the core department of the MTC, by
providing services such as ICT infrastructure, human capital management, strategic direction as well
as financial management.
Operations:
The Operations programme comprises of two sub-programmes i.e. Engineering and Operations. The
Engineering sub-programme provides safe and reliable fleet, manages inventory, facilities and
infrastructure. It coordinates with the Operations sub-programme which provides passenger transport
services, coordinates bus services on all routes, enhances and safeguards revenue streams.
7. 2022/23 Performance Review
7.1 Key Achievements
The key achievements for 2022/23 financial year are summarised as follows:
• The entity has not caused any fatal accidents. Passenger safety is a critical imperative, one
which the MTC passionately drives by ensuring that each bus is safely checked before
operations. This has greatly assisted the MTC in preventing accidents;
• The MTC has entered into an agreement with the Buffalo City College for the transportation
of its students and various areas of collaboration as a contribution to the development of
citizens residing in the area, including sharing technical skills for MTC Workshop Staff;
• Apart from global factors, MTC has continued to transport workers through running a
successful service that now runs at full capacity, with COVID 19 now behind us. This service
also provides a quality, convenient and affordable transport services for workers travelling
between East London / Mdantsane / King Williams Town and Bhisho and;
• The Corporation has appointed two Executive Managers, which will greatly contribute to its
strategic leadership and core business.
7.2 Key Challenges
The challenges faced by the Corporation can be summarised as follows:
• The Corporation is still experiencing challenges in implementing new routes and continues to
engage the Department of Transport for support, there are however prospects of success in
implementation of routes.
• The Corporation has an aging fleet which is costly to maintain due to the terrain in which MTC
operates on, which contributes to high maintenance costs. The Corporation also has a lack of
capital to acquire replacement fleet.
