R30.287 million is surrendered mainly due to the following:

• R16 million on Compensation of employees due to the delayed filling of posts;
• R13.487 million on the LRED projects as the recommended applicants could not provide all the
information required as part of their applications; and
• R800 thousand on the Blinkwater mini-grid project due to the Raymond Mhlaba Local
Municipality not being tax compliant in order for the transfer to be made.
