The Minister of Finance published notices in Government Gazette that affected the stopping and
reallocating of the conditional grants in compliance with section 18 and 19 of the Division of Revenue Act
5 of 2022. In Gazette No. 48095 dated 17 February 2023, the Education Infrastructure Grant was stopped
by the National Department of Basic Education (DBE) due to the slow spending of the grant, which was
reallocated to the Gauteng and Western Cape provinces. In Gazette No. 47789 dated 23 December 2022,
the National Health Insurance Grant was stopped as a result of revisions to the allocations by the National
Department of Health and reallocating it to KwaZulu-Natal, Mpumalanga and Gauteng.
Furthermore, the Minister of Finance published a notice in Government Gazette No. 48095 dated 17
February 2023 whereby the province was allocated additional funding for the Provincial Housing
Emergency Grant for the Department of Human Settlements. This was in compliance with Section 25 of
the Division of Revenue Act 5 of 2022 where National Department of Human Settlements allocates to the
province from the unallocated Provincial Emergency Housing Grant (Schedule 7, Part A).
