Estimates of Provincial Revenue and Expenditure (EPRE) -2023/24 Financial Year


           The department is rolling out of Hospital Management System (HMS 2) at hospitals such as Butterworth,
           CMH, Frere,  Mthatha Regional, Nelson  Mandela Academic, St Patricks,  Madzikane KaZulu, Frontier,

           Humansdorp, Uitenhage, PE Provincial, and Livingstone from November 2022. This roll-out includes the
           revenue module, the patient administration module and the clinical module. The department’s efforts to

           expand revenue collections resulted in the consultation workshop with the revenue and finance managers
           from health facilities in February 2023 to craft a way forward to improve existing revenue sources and
           develop innovative ways for revenue sources available to the health facilities of the department.


           The Department of Economic Development, Environmental Affairs and Tourism through the Eastern Cape

           Gambling Board (ECGB) is continuing with the roll out of Limited Pay-out Machines (LPMs). The Eastern
           Cape Liquor Board (ECLB) is in the process with the amendment of the Liquor Act for which funds have
           been made available over the MTEF. The potential increase in revenue from the amended liquor act is

           from new licence categories which are not currently catered for in the current act and will thus result in
           additional revenue. These new categories include mobile liquor vendor licence for on consumption or off
           consumption purposes, wine sellers, etc. In addition, the new revenue sources consist of the undersea

           telecommunications project of the sea shore lease for collection from the 2023/24 financial year onward.

           Table 3.4 above shows the summary of donor funding receipts for the province from 2019/20 to 2025/26.
           The  province received  donor funds through the  Departments  of  Health,  Economic  Development,
           Environmental Affairs and Tourism (DEDEAT) and Transport in 2019/20 and 2021/22 financial years.


           The Department of Health received donor funding of R11.684 million in 2019/20 and R5.289 million in

           2021/22 from the Health and Welfare Sector Education and Training Authority (HWSETA) for skills levy
           related training activities. There are no donor funds received for the 2023 MTEF.


           DEDEAT received donor funding of R31.484 million in 2019/20 which was mainly in respect of managing
           school toilets waste in order to generate fertiliser and cooking gas for school garden and feeding schemes,

           which will be implemented by the Eastern Cape Development Corporation.
