PROVINCE OF THE EASTERN CAPE ESTIMATES OF PUBLIC ENTITIES REVENUE AND EXPENDITURE 2023/24

              EASTERN CAPE GAMBLING BOARD (ECGB)



              1.  Legislative Mandate


              The  Eastern  Cape  Gambling Board  (ECGB) is listed in  Schedule  3C of  the Public Finance
              Management Act (PFMA), Act No.1  of  1999 as amended  and reporting  to  the  Department of

              Economic Development, Environmental Affairs and Tourism (DEDEAT). The entity was established
              in  terms of the  Gambling  and  Betting Act No  5 of 1997  (Eastern Cape)  and the  most recent
              amendment act changed its name to the Eastern Cape Gambling Board.


              ECGB’s mandate is to oversee all gambling and betting activities in the province and matters related
              thereto  as contemplated in  the Act and to advise  the Member of the Executive  Council of the

              province for Economic Development, Environmental Affairs and Tourism with regards to gambling
              matters and to exercise certain further powers contemplated in the Act.

              The best, most efficient and empowering gaming regulator.

              3.  Mission

              Committed to promoting a socially responsible gambling industry through regulation, licensing, and
              appropriate enforcement; and  to  further ensure  that  the Eastern Cape  gambling industry is

              conducted honestly and competitively with maximum contribution to society.

              4.  Strategic Objectives


              The entity has identified the following strategic outcomes necessary to ensure that the mandate of

              the entity is achieved:
               •  Effective  governance with  an enabling work-place  environment in  order to optimize  service

                  delivery and ensure accountability;
               •  A  transformed  and sustainable gambling  industry in  the province achieved through licenses
                  awarded to suitable and qualified applicants;

               •  A compliant and  protected gaming industry adhering  to all relevant and applicable  pieces of
                  legislation and protected from unlicensed gambling operators and illegal competition;
               •  Educated,  Informed  and Responsible Punters  and General  Public  regarding  excessive and

                  irresponsible gambling;
               •  Informed policy decision-making based on Research and Evaluation Outcomes in order to guide
                  the development and generation of information within the gambling industry; and

               •  Empowered communities located in areas where  there is a gambling footprint as well as
                  impoverished areas.
