PROVINCE OF THE EASTERN CAPE ESTIMATES OF PUBLIC ENTITIES REVENUE AND EXPENDITURE 2023/24

              Eastern Cape Aids Council (ECAC) also completed a Monitoring and Evaluation Report focusing on
              the National Plan on HIV, TB and  STIs  Monitoring and  Evaluation  Framework. ECAC has also
              supported effective Multi-sectoral HIV/AIDS responses through engagements with the District AIDS

              Council in the Chris Hani District Municipality. The programme produced District Status Report on HIV,
              TB and STI responses for the Amatole. Alfred Nzo, BCM, Chris Hani, Joe Gqabi and OR Tambo
              District Municipalities. Furthermore, was the conclusion of Human Rights Social Lab  dealing with

              discrimination and marginalisation of the Lesbian, Gay, Bisexual, Transgender, Queer, Intersex and
              Asexual  (LGBTQIA+) community.

              KPMO has produced three portfolio briefings covering the EC Germany Investment Promotion Report,

              Economic Roundtable Follow-up Briefing and Transnet Investments to the Eastern Cape Province
              Briefing.  Three (3)  Business Intelligence Reports were  produced. These  covered various  topics,
              including Provincial Development Plan,  Infrastructure, Ruling Party, Poverty, Hunger, Agriculture,
              Provincial District  Municipality, Data  Cleansing  and  Reconciliation,  Provincial Data Centre,  Data

              Warehousing, Hardware, and Software. The KPMO also provided technical support to the Eastern
              Cape Department of Transport supporting the Welisizwe Barley Bridges project.




              7.2  Key challenges

              •  The strategic challenge facing ECSECC is to strengthen and support the provincial government
                 through ensuring provision of timely and accurate policy advice and decision-support that enables
                 the Eastern Cape Province to attain and maintain its intended development trajectory.
              •  This can be achieved  through a high degree  of  participatory, empowering,  and sustainable

                 stakeholder engagement  to  inform the customisation  of both  policy and  implementation
                 interventions based on the requirements, interests, and needs of stakeholders and beneficiaries.

              •  To ensure the effective and efficient operation of multi-stakeholder platforms, with the intention to
                 provide innovative  decision support, policy advice and advance the  co-creation and
                 implementation of strategic initiatives a strategy response with four (4) interconnected pillars has
                 been developed:    Increase  organisational  maturity; advance stakeholder leadership  and

                 collaboration; produce high-quality policy advice; and strengthen implementation support.


              8. 2023/24 Performance Outlook




              •  Put  to  action the Provincial  Research Agenda  (including evaluation  research and the
                 establishment of the Regional Observatory)
              •  Supporting the implementation of the DDM One Plans in the Eastern Cape as part of pursuing

                 the long term development agenda
              •  Governance & co-ordination support to the catalytic African Eastern Seaboard
              •  Providing policy advice on Catalytic Infrastructure Projects (incl. improving technical support the

                 Infrastructure portfolio)
              •  Implementation of the  Comprehensive Sexuality  Education  programme  in the  Eastern Cape
                 Province
