EASTERN CAPE SOCIO ECONOMIC CONSULTATIVE COUNCIL

(ECSECC)

1. Legislative mandate

The Eastern Cape Socio Economic Consultative Council (ECSECC) is a section 21 company in terms

of the Companies Act and is listed as a Schedule 3C public entity in the Public Finance Management
Act No. 1 of 1999, as amended and administered by the Office of the Premier (OTP).

2. Vision

A prosperous and productive Eastern Cape where all people realise their potential.

3. Mission
To be a multi-stakeholder centre of excellence in strategic foresight, social collaboration and

innovative solution design.

4. Strategic Outcomes

For this strategy period, ECSECC will focus on four main outcomes and associated intermediate

outcomes:

Outcome 1:

• A developmental state that actively leads development through partnerships
• Intermediary outcome 1.1: Improved policy decision making through provision of strategic advice.

• Intermediary outcome 1.2: Shared provincial development agenda through effective platforms for
engagement.

Outcome 2:

• An inclusive economy that grows sustainably, created decent jobs and is innovative
• Intermediary outcome 2.1:

o Effective support interventions that contribute to the structural transformation of the
economy facilitated.

Outcome 3:

• A healthy, educated and productive workforce and citizenry

• Intermediary outcome 3.1: Improved education and skills supply and demand matching.
• Intermediary outcome 3.2: Reduction in new HIV Infections.

• Intermediary outcome 3.3: Improved HIV Treatment Outcomes.
