Moving forward the key elements of the budget policy framework will prioritize economic
recovery efforts focusing on fixed investment attraction, developing an economic development
funding scheme, and upscaling youth focused enterprise development.
Improving governance and implementation capacity for infrastructure and disaster
management will also be prioritized.
The Eastern Cape Province will continue to utilize the DDM regionalized approach, which has
already been customized into the Provincial Infrastructure Delivery Management System
(IDMS) in order to strengthen collaboration between the three spheres of government through
the mapping of projects, in order to facilitate the move towards the single provincial economic
revitalization plan. In addition there is a need to ensure that SANRAL is supported such that
work on major roads infrastructure projects in our province by SANRAL is accelerated so that
the Province is able to maximise the employment and related infrastructure spin offs to be
realised from them. There is also need for monitoring and reporting against these projects so
that the projects are delivered with no challenges. The approach to climate change and
disasters will be enhanced through the implementation of the mitigation strategies and sitting
of the PT cross-functional disaster management forum in the province. The continued use of
the specialist services providers appointed by PT to support the Eastern Cape provincial
government to achieve integrated infrastructure planning and the exploration of the use
alternative funding sources in the province will be strengthened through the capacity building
of officials. Over and above the Province endeavours to develop and implement an integrated
maintenance strategy to benefit public sector infrastructure in the province
Provincial Receipts and Payments
The provincial fiscal framework is made up of national transfers which consists of provincial
equitable share and conditional grants as well as provincial own receipts. Total transfers from
national government amount to R87.928 billion in the 2023/24 financial year.
The provincial equitable share (PES) formula is updated to reflect the shifts in provincial
populations for the relative demand for public services. Changes in the provincial equitable
share from the population data will be updated with the 2022 Census. As a result, provinces
with increased populations will receive additional resources for their growing service-delivery
responsibilities. There was an increase of R202.649 million in 2023/24 due to data updates in
the equitable share formula and in 2024/25 and 2025/26 the additions are R357.484 million
and R346.004 million respectively.
