In total, the province received an additional amount of R12.251 billion in the 2023 MTEF to
address education and health budget pressures, the carry through of the cost of living
adjustment, and the Budget Facility for Infrastructure for the Coega Special Economic Zone.
The baselines of 12 departments are growing below the projected inflation rate of 4.48 per
cent in 2023/24 with the provincial payments amounting to R91.620 billion. Over the
2023 MTEF, in the last year of 2025/26 it increases to R96.651 billion. Provincial own receipts
adds to the fiscal framework with an amount of R1.689 billion in 2023/24 and by 2025/26, it
increases further to R1.804 billion.
Education
The Department of Education was allocated R2.630 billion in the 2023/24 financial year to
address the existing spending pressure in the department related to the number of educators
in schools.
Health
The Department of Health was allocated R1.482 billion in the 2023/24 financial year for the
compensation of employees, service backlogs including antiretroviral therapy and
tuberculosis, medicine and other goods and services.
