welfare programmes. The Department of Social Development has therefore set aside R2.820 billion
allocation towards social relief in 2023/24, increasing to R2.951 billion and R3.084 billion in, 2024/25 and
2025/26 respectively. In 2023/24 DSD will receive R12.766 million towards the Social Sector Expanded
Public Works Programme Incentive Grant.
Sustainable Human Settlements
The Eastern Cape Department of Human Settlements (DHS) aligns its budget to priority 5 of the P-MTSF
which relates to “Spatial integration, human settlements and local government” and it aims to create quality
human settlements in the EC Province.
In 2020/21 the provincial government set 5-year targets for low-cost housing units and sites to be serviced.
To date 23 858 of the 33 459 low cost housing units targeted have been completed. In terms of serviced
sites 20 246 have been serviced against a target of 31 944. Towards improving the speed at which
sustainable human settlements are delivered the provincial government has allocated an R34.5 million over
the 2023/24 MTEF to DHS to improve project management and monitoring capacity at regional levels, and
for ICT upgrading.
In terms of grant funding an amount of R1.608 billion in 2023/24 and R5.04 billion over the 2023/24 MTEF
will be allocated through the Human Settlements Development Grant. The department will also receive an
allocation of R478.343 million in 2023/24 and R1.5 billion over the 2023 MTEF for the Informal Settlements
Upgrading Partnership (ISUP) grant. Working with municipalities the delivery of housing opportunities will
continue to prioritize the most vulnerable and destitute groups of society, including the disabled, elderly,
child-headed, and military veterans.
Accelerated Economic Recovery and Reconstruction
ECONOMIC INFRASTRUCTURE –
The following represents commitments for economic infrastructure investments by various national governments
departments, state owned entities (SOE’s) and the private sector to the Province:
x Water (Mzimvumbu Dam) R8 billion to begin the construction of Ntabelanga Dam;
x Roads (SANRAL) R60 Billion for Eastern Cape infrastructure for the next five
years; and
x IPPs (Renewable Electricity) Financial closures for Coleskop and Wolf Wind farms were
