Post Provisioning Norms
Due to resource constraints, the ECDOE has reduced its headcount declaration of 53 605 posts in respect
of the 2022 PPN to 52 817 headcounts for the 2023 academic period, for both Public Ordinary and Special
Schools. The PPN makes provision for posts at qualifying schools for the appointment of school based
educators for critical subjects, posts for substitutes, special intervention, curriculum and growth, mother-
tongue languages etc. Therefore, an amount of R28.374 billion is allocated for the 2023/24 financial year
and R89.144 billion is set aside over the 2023 MTEF to fund the PPN.
Learner Teacher Support Material
In terms of school resourcing, the ECDOE has the responsibility to provide quality teaching through the
procurement and provision of adequate Learner Teacher Support Material (LTSM) at schools. The
procurement of quintiles 1 to 3 textbooks and stationery is centralized whilst most quintiles 4 and 5 receive
their learning material budget through transfers (Norms and Standards). Therefore an amount of
R791.728 million is allocated in 2023/24, and R2.532 billion has been made available over the 2023 MTEF
period for the annual procurement of textbooks and stationery for all learners in Grades R to 12. The
procurement processes and placement of the orders will be done before October 2023 in terms of
department’s Education Management Plan.
School Furniture
As part of and creating a conducing learning and teaching environment at schools, the purchasing of basic
resources such as furniture for schools has been prioritized. Therefore, an allocation of R152.428 million is
allocated for 2023/24, and R378.641 million over the 2023 MTEF has been set aside mainly for the
procurement of new furniture and revamping of broken material at schools.
Teacher Development (training and bursaries)

Continuous training and development of educators is essential to ensure that learners receive quality
education at the hands of qualified and skilled teaching practitioners. The ECDOE will continue to provide
training of educators at public schools, as part of its transformation plan. Efforts are aimed at improving the
functionality of schools as cited in the 7-point plan. To this end, a total amount of R158.172 million is
