Estimates of Provincial Revenue and Expenditure (EPRE) -2023/24 Financial Year
           provided in 2023/24 and R487.878 million has been allocated over the 2023 MTEF for the training and
           development of educators.


           Progress on Early Childhood Development Function Shift

           In 2021/22, the ECD function was officially shifted from the ECDSD and placed at the ECDOE.  In the past

           year,  approved  ECD centers  have  been successfully transferred  from the  ECDSD to  the  ECDOE.  The
           centers have been paid timeously as per allocation for all four quarters of the 2022/23 financial year.


           The ECDOE has made available all of the necessary tools of trade such as laptops, printers and phones to
           all of the officials who have  transferred from  the ECDSD. The ECDOE  has partnered with Vhangasali

           (Impande SA) and other companies are in the pipeline to strengthen  the  registration process whilst
           supporting advocacy programmes in the Province.


           Currently the ECDOE can be commended for its ability to ensure that the payment of centres has been
           seamless and that centres are paid in time to benefit the 83 150 children of the Province.  In the 2023/24

           financial year, two national companies have  collaborated with  the ECDOE and will be signing
           Memorandums of Understanding to support the growth and development of the ECD sector in the Province.


           In the 2023 MTEF, the ECDOE intends to:
           •   Work towards establishing an ECD Institute in the Province;
           •   Implement institutional and policy framework;

           •   Audit the current existing community-based centres for compliance, full registration and educational
               support;
           •   Audit assists in eliminating hazards, improve safety of learners and ensure adequate monitoring and

               evaluation;
           •   Increase equal access for all 0 - 4 year olds through amplifying of registration of new centres;

           •   Provide high quality, developmentally appropriate programmes that are in line with National Curriculum
               Framework (NCF);
           •   Strengthen public-private partnerships; and

           •   Ensure programming based on empirical evidence.


           The provincial government has allocated ECDOE funding of R1.062 billion for ECD in 2023/24, and R3.4
           billion over the 2023 MTEF period for transfers to qualifying Public Ordinary Schools to resource Grade R
           teaching and learning, and Pre-Grade R training.
