Overview of the Provincial Revenue and Expenditure (OPRE) Financial Year 2023/24
           STATUS UPDATE PER PROVINCIAL STATE-OWNED INDUSTRIAL PARKS
             Dimbaza Industrial Park
             Phase 1 was completed in 2020 (fencing, security and high-mast lighting);
             Phase 2 of the project is currently in progress:
              Roads and Bulk Services: R 42.385 million - 100% complete as of August 2022;
              Electrical Network Upgrade & High Mast Lighting: R 37.7 million -  65% complete with full completion expected in December 2022
              Waste Water Treatment Plant Upgrade:  R35.2 million - procurement stage with full completion expected in June 2023
             Vulindlela Industrial Park
             Phase 1 and Phase 2 were completed in 2016 and 2020 respectively - fencing, high-mast lighting, electrical works, plumbing, building
             refurbishment, parking areas and stormwater;
             Project incurred a saving of R 9 million: A variation order has been requested from the Development Bank of South Africa (DBSA) and DTIC which
             ECDC is awaiting feedback on. The focus will be on the removal of remaining asbestos roofs and side cladding on buildings for environmental
             reasons - still to commence.
             Butterworth Industrial Park
             Phase 1 application will be packaged and submitted to the DTIC’s CIP for consideration following masterplan finalization in November 2022;
             Additionally, ECDC has set aside R 10.8 million to rehabilitate selected industrial sites inButterworth - procurement for the consulting teams have
             commenced in August 2022;
             Fort Jackson Industrial Park
             Phase 1 completed in 2016 – fencing, high-mast lighting, and security systems;
             Phase 2: ECDC allocation of R 14.54million – refurbishment of 10 sites. Additionally, an application has been submitted to DTIC’s CIP for
             consideration – awaiting feedback;
             Komani Industrial Park
             Phase 1a and 1b completed in 2018 and 2021 respectively – Fencing, high-mast lighting, security systems, electrical, and rehabilitation of roads;
             Phase 2: Application has been submitted to DTIC – awaiting feedback.
             Somerset-East Industrial Park
             Phase 1 completed in 2021 – Internal roads, electrical installation, storm water, and sewerage;
             Cacadu Development Agency (CDA) is seeking a private partner to support with further development of park - RFI planned for November 2022.
             Wild Coast /Mthatha Industrial Park
             Phase 1 projects in progress:
               Fencing project: Southern Precinct at 100% completion and Northern Precinct at Fencing at 95% completion;
               Bulk infrastructure tender in the procurement stage;
             Phase 2 of the project is still to commence.

           Since 2015 to date, the government has contributed a total of R 591.645 million towards infrastructure

           projects of the various industrial parks. In terms of job creation in the industrial parks, Komani Industrial
           Park has  the  most  jobs (2204),  followed by  Dimbaza (1309) and Vulindlela (1058) Industrial Parks
           respectively. Somerset-East- and Wild Coast /  Mthatha Industrial  Parks are deemed greenfield

           developments. In terms of socio economic impact of the parks: Vulindlela created 125 construction jobs and
           12 SMMEs were supported; Komani created 218 construction jobs and 23 SMMEs were supported;

           Somerset East created 140 construction  jobs  and supported 27 SMMEs; Fort Jackson  created 200
           construction jobs and supported 23 SMMEs and the Wild Coast SEZ created 43 construction jobs and
           supported 8 SMMEs.  Therefore, the provincial industrial parks created a total of 796 construction jobs and
           supported 96 SMMEs thus far.


           Domestic Tourism


           The Eastern Cape Parks and Tourism Agency  (ECPTA) is a vehicle for  promoting domestic  tourism
           development and growth in the Province. Following the devastation of COVID-19, tourism sector has begun

           to pick in domestic tourism arrivals improving from 2 096 776 in 2020/21 to 3 798 971 by end 2021/22. As
           at the end of 3rd  quarter in 2022/23 there has been  a total of 2 848 116  domestic  tourists visiting the
