Overview of the Provincial Revenue and Expenditure (OPRE) Financial Year 2023/24
           Agriculture infrastructure

           Infrastructure development  for livestock and grain production has been allocated  R140.301  million in
           2023/24, and rolled out through 171 infrastructure projects implemented across the province. Investments
           in agriculture infrastructure are critical  for optimizing farmer productivity towards commercialization.

           Targeted commodities include Red Meat, Wool, Mohair, Fodder Vegetables, Citrus and Grain

           RED Hubs / Aggregation Centres

           Through ECRDA the provincial government will continue to provide support to RED Hubs in the province.

           For 2023/24 R11.2 million has been allocated RED Hubs. The operational models for the RED hubs is being
           reconfigured to allow for small micro medium enterprises (SMMEs) to operate as aggregation companies

           ensuring that the produce from the hubs is standardized, and the white maize feed stock is increased.
           Future possibilities include public private partnership in terms of build, operate and transfer in order to attract
           private capital injections to the RED Hubs.


           Youth Development Initiatives and Isiqalo Youth Fund


           The provincial Youth Development Strategy requires that provincial departments & municipalities provide
           human capacity and  funded programmes  for  the benefit of  the youth. However, the  majority provincial

           departments & municipalities do not  fully comply. The implication of this are  insufficient budgets and
           resources by departments to be compliant with Youth Responsive Planning & Budgeting Framework.


           Following are some of the youth focused programmes delivered across provincial departments:
               x  DSD - Youth Mobilisation Programmes that have reached more than 5 154 youths, with more than
                  32 504 youths benefiting from Substance Abuse Programme.

               x  One thousand two hundred (1 200) girls from the twelve (12) education districts have been registered
                  in the Techno-Girl   Programme in all 12 Districts;

               x  Five thousand nine hundred and eighty seven (5 987) learners benefitting from the Zero Learner
                  Dropout Campaign;

               x  More than 1 355 bursaries awarded, including those awarded to Military Veterans dependents.
               x  More than 199 Artisan development opportunities created;

               x  More  than 1 252 TVET Workplace Integrated Learning spaces created. However, workplace
                  Integrated Learning for TVET Students remains a challenge as >4,000  opportunities are needed;
               x  Training and development programmes on contemporary   and digital skills, e.g. aluminium

                  manufacturing, cell phone repairs, DTT/ DSTV installation, digital technology and solar energy;
               x  More than 6 000 young people benefit from the job opportunities created @ the IDZs.
