5. Main Services
In an effort to deliver on its mandate, the entity’s main services are summarised as follows:
• Development and support of arts and cultural activities including drama, dance, music, poetry and
crafts;
• Coordinate and ensure access to markets for arts and cultural products with key industry role
players both locally and internationally;
• Provision of craft materials, tools, equipment and other resources to enable a more meaningful
participation by arts and culture practitioners;
• Coordinate and facilitate training and development to improve art production, nurture self-
sustainability and progress from livelihood-orientated projects to sustainable small enterprises; and
• Provision of support to film industry development in the province in order to increase the provincial
content on local and national media (radio and television).
6. Programme Details
Institutional Development, Governance and Administration: The main purpose of the programme
is to provide strategic leadership and administrative support to the units of the entity. This includes,
but is not limited to, corporate governance, financial management, risk management and human
resource management.
Building a Vibrant Cultural and Creative Industry: The man purpose of the programme is to provide
high impact services and capacity building interventions aimed at establishing viable arts and culture
programmes and empower the existing artists in order to improve the ability of the sector to attract
resources and utilize them in an effective and efficient manner thereby creating employment and
advancing the growth of the creative economy. Flagship projects will also be identified which will give
credence to the specialized and high impact services that ECPACC aspires to render to the industry.
7. 2022/23 Performance Review
7.1 Key Achievements
The entity completed the extensive adjudication process for the funding calls that were published for
both the film development and Siqaqambisa Ubugcisa projects and the Council approved the
adjudicator’s recommendations. The entity is in a process of finalising the funding agreements for all
the successful beneficiaries, after which funds will be disbursed. During the 2022/23 financial year,
fourteen(14) funding workshops were conducted across the Eastern Cape Province, exceeding the
planned target of three (3) workshops by eleven (11).
The entity provided training to twenty (20) filmmakers through conducting masterclasses and seminars
presented by key film industry institutions. Furthermore, during the year, the entity also entered into
an agreement with Tshedza Pictures for the production of Gqeberha: The Empire telenovela which is
currently screening every day during the week at 21h00 from Monday to Friday on DSTV channel 161.
