PROVINCE OF THE EASTERN CAPE ESTIMATES OF PUBLIC ENTITIES REVENUE AND EXPENDITURE 2023/24
The ECPACC’s investment towards the Drama Series Mkhokheli attracted a further R3 million, through
a distribution partnership with AAA Entertainment. Micro prodctions such as Chosi Ntsomi, The Rise
of Maqoma and Silibalekile delivered their final cuts (products).
The ECPACC received a proposal from the ECDC for collaboration on the Eastern Cape National Film

Festival which took place on the 27 -29 June 2022. ECPACC saw an opportunity to collaborate and
support the project as it deemed the event will assist in achieving its annual targets. The entity had
also made a call to the film industry, for the submission of proposals for film market attendance.
The National Department of Sports, Arts and Culture (DSAC), Design Unit in collaboration with the
Provincial Department of Sports, Recreation, Arts & Culture (DSRAC – Arts & Culture) and the Eastern
Cape Provincial Arts and Culture Council (ECPACC) collaborated on the implementation of Basic
Sewing Training in the Eastern Cape Province. The training was conducted at the Eastern Cape Arts

& Craft Hub in the 3 Quarter of 2022/23 financial year on 31 October – 11 November 2022. The
training culminated in an exhibition that showcased the products that were produced by the trainees
at the end of training programme.
7.2 Key Challenges
The following remain the key challenges of the entity which impact negatively on the effective
execution of its mandate:
• The equitable share has remained constant for a number of years despite the increase in demand
from the sector for the ECPACC financial support although a significant support has been
increased by allocation from Economic Stimulus Fund mainly for Film sector.
• High vacancy rate on critical positions which cannot be filled due to limited financial resources.
8. 2023/24 Performance Outlook
Over the 2023 MTEF, ECPACC has prioritized to:
• Mobilise more funding to strengthen the financial resources of the entity, in order to effectively
execute the mandate of the entity.
• Conduct a stakeholder engagement with sector associations and practitioners to receive inputs
on the impact made by the entity and areas of improvement.
• Continue with the provision of funding to benefit previously disadvantaged individuals and/or
marginalised ethnic group/communities.
• Conduct more funding workshops for current and prospective beneficiaries.
• Support the production of quality films which are directed by local film producers including training
of film makers to develop their technical and theoretical understanding.
• Continue with assisting the creative entrepreneurs through coaching and mentorship programme.
