Estimates of Provincial Revenue and Expenditure (EPRE) -2023/24 Financial Year
           clean, healthy and hygienic environment, which is conducive for healthy living. Once more the two metros within the
           Province fared better with highest scores for improved sanitation across all metros in the country i.e. BCM and NMB
           at 99.2% and 98.4% respectively above the national average of  91.0%.  Furthermore the implementation of the SAFE
           (Sanitation Appropriate for Education) initiative has delivered some improvements in terms of eradicating basic pit
           latrines in schools, however, the pace of roll out has been slow.

           Refuse removal
           Regular refuse removal allows people to live in a clean and disease free environment.  Based on Stats SA GHS 2021
           reports for BCM and NMB 65.9 % and 90.3 % of households respectively had  their refuse removed by municipal
           workers at least once a week. Both of these provincial metros recorded service figures that were much higher than the
           national average of 62.9% for SA.

           Electricity
           The EC Province recorded an increase from 87.4 % to 92.5 % from 2018 to 2021 in the percentage of households

           connected to mains electricity supply that is provided by the municipality or ESKOM. In terms of electrical connection
           used, the EC boasts a high connectivity of approximately 97.1% of households that have access to electricity (using
           either in-house prepaid meters or in-house conventional meters).

           The Province is in the process of rolling out off-grid connections to households working with Eskom and the Department
           of Minerals, Resources and Energy (DMRE). For further details see Chapter 2.


           Food Security
           The EC Province recorded 76.3 % of households that have adequate access to food.  The two metros BCM and NMB,
           have also reported positively in that quite a significant majority i.e.  81.1% and 88.8% of households respectively have
           access to food and do not suffer from food hunger or malnutrition caused by an insufficient level of basic food intake.

           and Expenditure Plans.


           Education Outcomes

           The pace of improving access to early childhood development education is noteworthy, as more than 25.4 % of young
           people aged 0-4 years old, utilize some form of early childhood development (ECD) facility in the Province. In 2021.
