           Social Security

           The provision of social security is aimed at meeting the basic needs of the most vulnerable people in a society such
           as minor children, fostered, disabled and/or old aged persons. In 2021, 63.3% of households in the EC benefited from
           receiving social grants in the Province.  It is also interesting to note that when comparing the total sources of income
           for households, 42.0% of households reported that grants are the main source of income for households. Indicating
           that almost half of the number of households in the EC rely on governments social security for making ends meet.


           The COVID-19 pandemic from its onset in 2020 left many destitute, unemployed and without means of taking care of
           themselves and their households. As such 8.6 % of individuals (an increase from 7.0% of responders) or respondents
           to the GHS received relief through the R350 Special COVID-19 Social Relief of Distress Grant.


           Human Settlements


           Provincial government has  prioritized ensuring  that an increased number of  households received  quality state-
           subsidized housing. In 2021, 72.4 % of households lived in formal state subsidized housing in the EC. It is also
           impressive to note that a smaller percentage of households lived in informal dwellings i.e. 5.4 % in 2021.  This is an
           indication that the provincial government is making available decent housing for all of the people in the Province.

           GENDER BASED VIOLENCE

           SA continues to be a country plagued with high crime rates largely directed against the most vulnerable members of
           society including women, children and disabled persons. According to the  Crime Statistics for the third quarter  of

           2022/23 (i.e. October 2022 to December 2022) released  by the  South African Police  Service (SAPS), crime  has
           increased in the EC Province in a majority of categories such  as Total Contact Crimes, Sexual Offences and Sub-
           categories of Aggravated Robbery.
