           Economic and Fiscal Risk Outlook

           Despite the improvement in the fiscal outlook on government finances due to tax revenue collections, the outlook for
           the near term will be constrained. Potential challenges are likely to emanate from:
            x   Tightening global financial conditions leading to higher borrowing costs;

            x   Unaffordable public services wage growth;
            x   Spending pressures on key government social programmes; and
            x   Further credit downgrades by rating agencies and grey listing of the country by the Financial Action Task Force.


           DEVELOPMENT AND SERVICE DELIVERY INDICATORS


           Improved Access to Basic Services

           Drinking Water


           The EC Province has recorded significant increase in the percentage of households with access to pipe or tap water
           in their dwellings, off-site or on-site.  The access to improved water averaged 72 % in the period from 2018 to 2021.
           The two EC metros, Buffalo City Metro (BCM) and Nelson Mandela Bay (NMB) Metro boasted significant improvements
           in terms households with access to pipe or tap water, currently at 98.9 % and 99.2 % respectively. Despite good
           rainfalls in the Province, challenges relate to inadequate investments in water catchment and water treatment pumps.

           Furthermore, the recurrent electricity load shedding disrupts the continuous availability of clean drinking water.

           Sanitation

           The EC Province recorded an  increase in the  percentage of households with  improved sanitation from
           88.0 % to 91.7 % from 2018 to 2021.  This is an indication that many households in the province have access to a
