needs of the municipalities to ensure access to basic services. The department developed support
packages (support plans) for the amalgamated municipalities and other identified municipalities to be able
to serve our communities better. Intensive support, according to the B2B principles on public participation,
good governance, institutional capacity, sound financial management and basic services, creating decent
living conditions will be the key performance areas for the department.
