x Capacity Development: To provide support and management services to municipalities in respect of

capacity building; and
x Municipal Performance Monitoring, Reporting and Evaluation: To provide effective, coordinated

and hands-on support to municipalities, to improve performance, monitoring, reporting and evaluation
services.
