Transfers to Development Corporations
The province has 2 Special Economic Zones i.e ELIDZ and Coega SEZ company which receive in
2023/24, R164.706 million and R372.272 million, respectively. Funds transferred to ELIDZ will be utilised
to fund the operations, maintenance of the zone and capital infrastructure. The huge jump in transfers to
CDC is as a result of funding for the BFI project for the water effluent project. Over the 2023 MTEF,
transfers received consist of provincial transfers to fund the operating expenditure for both of these entities
as well as for the BFI project at CDC.
ECDC and MTC, which are listed as government business enterprises (Schedule 3D) in the PFMA. The
total transfers to MTC increased from R143.226 million in 2022/23 revised estimate to R154.528 million in
2023/24. The total transfers to ECDC increase from R328.407 million in 2022/23 revised estimate to
R596.636 million in 2023/24 mainly due to additional funding provided to recapitalise the entity in support
of its new strategy as well as funding for the Economic Development Fund.
Transfers to Local Government
In order to strengthen the capacity to provide basic services and ensure the mandate is discharged as per
municipalities constitutionally assigned functions, support initiatives by the province to municipalities will
continue over the 2023 MTEF. There are 3 categories of municipalities in the province in terms of the
Constitution where Category A municipalities are 2, namely, Buffalo City and Nelson Mandela Bay
Metropolitan municipalities. In terms of Category B there are 31 local municipalities and for Category C
there are 6 district municipalities.
