             increase during the year. Provision of data to schools becomes a pressure point as all these require

             internet connectivity. Moreover, there is growing demand for ICT security, as schools and hostels are
             overwhelmed with acts of theft and vandalism.


             With the adevent of readmitting Grade 12 learners who have failed their matric in the past academic year,
             there is anticipated increases pressure on school resourcing such as school feeding, classroom furniture

             exams services etc. On the other hand, the department welcomes the major thrust of funding resources
             provided into the norms and standards baseline, which allows the deaprtment to match its required per
             learner rate across quintiles for the year.


           1.6 The Acts, rules and regulations


             The department derives its mandate from the following pieces of legislation, amongst others:
