posts at qualifying schools for the appointment of school-based educators for critical subjects, posts
for substitutes, special intervention, curriculum and growth, mother-tongue languages etc.
Therefore, an aggregate amount of R89.144 billion is set aside over the 2023 MTEF to fund the
PPN, of which R28.374 billion is allocated for the 2023/24 financial year
x Early Childhood Development – the province is generally confronted with enormous demand for
ECD facilities, which has not been comprehensively addressed. Many informal centres are
operating in areas not suitable for ECD and the numbers of unregistered centres outnumber the
formal registered centres. The situation has been exacerbated by the proliferation of backyard
centres, which are illegal under the circumstances. The unregistered service is considered a viable
option by parents in need of day care for their children while they are at work. In 2023/24 the
province is targeting to increase the number of registered ECD centres and offer appropriate
spaces and opening application for funding to all
x Teacher Training and Development with focus on Mathematics, Literacy and Inclusion will be
prioritised. Interventions (Learner Attainment and Improvement Strategy) aimed at improving
Grade 12 results will continue as planned so that the target set of schools performing above 60 per
cent is achieved. Monitoring and support to schools will be strengthened to ensure functionality.
x On School Infrastructure Planning and delivery, the department aims to deal with backlogs
around sanitation and increasing the number of schools which meet the minimum infrastructure
requirements. Further investments on infrastructure will be delivered through the Accelerated
School Infrastructure Delivery Initiative (ASIDI) programme. Moreover, the Education sector is
forging ahead with the Presidential Initiative of Sanitation Safe for Education (SAFE) programme
that will eradicate pit latrines from schools.
x Coding and robotics will continue to be rolled out across the province in 2023/24. As such, total
of 137 kits will be delivered on during the year, to all Foundation, Intermediate and Senior Phases.
DBE will further procure kits for all Senior Phase piloting schools in all provinces. Schools are
expected to implement Coding and Robotics from Grade R – 9 using the draft CAPS policy
documents for each phase and each grade, and schools are also expected to encourage all
teachers of coding and robotics to register and complete DBE001 and DBE002 courses offered by
UNISA through an online platform that is zero rated (free).
x Learner Attainment Improvement Plan - the first priority in 2023, is to improve the quantity and
quality of learner performance across the system. This will be done through comprehensive LAIS
plan, which seeks to translate key policy pronouncements and strategic goals set by the
department into specific activities that can be implemented at various levels of administration. 2023
target is to propel the province to 80 percent achievement and above, with no lower grades
performing below 90 percent.
x Three Streams Curriculum Model aims at increasing the number of learners participating in
quality skills programmes and the number of schools offering a core skills-based curriculum. The
