8. Programme description

8.1 Programme 1: Administration

Purpose: To provide overall management of the education system in accordance with the National

Education Policy Act, the Public Finance Management Act and other relevant policies. The programme
has 6 sub-programmes:
x Office of the MEC: Provides for the functioning of the office of the MEC for education in line with

the ministerial handbook;
x Corporate Services: Provides management services such as Human Resource Management,

Information Technology and Systems, Supply Chain Management, Finance and Strategic
Management Monitoring and Evaluation;
x Education Management: Provides education management services for the education system, such

as educational planning and curriculum development through District Coordination and Management
Clusters;

x Human Resource Development: Provides human resource development for office-based staff;
x Conditional Grants: Responsible for projects specified by Department of Basic Education (DBE)

and funded with conditional grants; and
x Education Management Information: Provides an Education Management Information System

(EMIS) in accordance with the National Education Information Policy.
